    Title: 資源錯置成因之分解架構

    Abstract: 資源錯置近期已被文獻確認為影響產業或是經濟體的全要素生產力的關鍵因子。縱然資源錯置已廣被認可為影響產業生產力的關鍵要素,但是經濟學研究並無一嚴謹可信賴研究追蹤造成資源錯置的關鍵影響因子。因此,本計畫將以發展完整、可信賴的資源錯置理論模型為主要研究目標,研究期間將本於拆解資源錯置成因建構一理論架構,以中國電力企業為研究標的,探討是否扭曲性的電廠進入、退出決策以及高企的電廠生產要素調整成本會使得轉型中的電力產業產生嚴重的資源錯配問題。更進一步,本計畫提供的理論創新為可以充分討論電力產業的外部邊際成本改善及內部邊際成本改善的影響力,並實際計算出要素調整成本以及高生產力電廠進入,低生產力電廠退出造成的外部邊際成本改善的重要性,且進一步計算出其能改善資源錯置問題的程度。本計畫的理論架構將以期望購置的電廠層級資料庫做實際估計運算並以參數校正構建出一實際可運用的決策參考依據。除此之外,本計畫也將藉由擬真分析 (counterfactual analysis)計算中國電力產業的上大壓小政策及國進民退政策在電力生產效率的影響,並以研究成果建立能源平衡的政策訂定依據,並以之做為我國未來發展替代能源產業的各項產業政策分析及建議。
    Resource misallocations have recently been confirmed as key influencing factors endangering industry-level or economy-wide total factor productivities (TFP). However, no reliable or solid research exists to investigate the sources impacting misallocations. Besides, current literatures do not have an integrated theoretic framework disaggregating factors worsening measured resource misallocations. Thus, this research project has first to develop the measurement on resource misallocations integrating distorted plant-level entry-exit decisions, input adjustment costs and degree of input market imperfections. The project then plans further to calibrate the individual effects of extensive margin improvement explained by the distorted plants’ entry-exit and adjustment cost. The extensive margin misallocation in addition to the intensive margin misallocations would better point out the policy focus in the discussed Chinese electricity industries. Besides, constructing and then utilizing an anticipated procured plant-level dataset itemizing on operation details can facilitate the calibration of crucial model parameters as well as plants’ key input distortionary factors properly. This enables us to gain better insight toward understanding specifically the sustainability of electricity supply. Such an endeavor also permits counterfactual policy experiments using a structural model consistent with the empirically observed industry framework.
