    Abstract: 農地治理素來是台灣國土計畫關注的焦點,本研究計畫以太麻里鄉為例探討多族群地區之農地資源永續治理。太麻里鄉為一多族群混居並且以農業為主要產業的平地原住民鄉,鄉內排灣族、阿美族、卑南族、布農族、魯凱族、閩南人、外省人混居,鄉內族群多元但是族群間對於土地的爭端卻時有所聞。本計畫欲透過研究多族群地區中農業中的族群關係、土地衝突的類型與脈絡來思考土地善治的制度性建議,並探討如何肯認土地多元價值進而創造出永續農地治理的制度性安排、以及研究使用國土計畫作為創造多族群地區土地善治的工具的可能性。
    In Taiwanese national planning contexts, agricultural field protection has always been pivotal. This research draws experiences from Taimali Township, a multi-ethnic plain Indigenous Township, to investigate the possibility of sustainable governance on agricultural field. Indigenous Paiwan people, Indigenous Amis people, Indigenous Puyuma people, Indigenous Bunun people, local Taiwanese people and Chinese immigrant co-habit in Taimali Township, and the inter-ethnic land dispute has not never been absent. The research aims to understand ethnic relations in agricultural industry and land disputes. By doing so, the research wants to provide political suggestions regarding sustainable governance that values multi-cultures, as well as possible application of using land planning as a tool to resolve land dispute.
