    Abstract: 關於育兒津貼政策的實施,有許多支持與反對的看法,然而目前對於其實際的效果仍相對較缺乏相關研究,且現有研究多集中於歐洲國家經驗的探討。因此本研究將以我國2012 年開始實施的「父母未就業家庭育兒津貼」為對象,探討該津貼對於家庭的影響,以了解我國育兒津貼之政策目的與考量、相關考量如何影響政策的設計,並釐清育兒津貼政策對於各種不同類型家庭的工作與照顧選擇及安排有哪些影響,以及家庭在各種未滿2 歲幼兒的托育服務及現金給付政策中,如何考量就業或照顧選擇。本研究為兩年期之計畫,於第一年中,研究者將訪談政府政策制定與執行人員、相關民間團體、學者專家以及曾領取育兒津貼的父母,以了解政策之制訂與執行,以及該政策如何影響父母及家庭,第二年則將進行電話訪問調查,以分析領取育兒津貼家庭的型態與特徵,並評估育兒津貼對家庭的影響。本研究之結果將可有助於國際學術與實務界對於育兒津貼政策效果的理解,了解相關政策如何影響家庭在工作與育兒照顧安排的選擇,並可對於我國現行育兒津貼的政策規劃與執行提出建議與反思。
    There are many different opinions that support and oppose the implementation of childcare allowance policy. However, research on the effects of this policy is still relatively limited currently, and most of current research focuses only on the experiences of European countries. Therefore, this research takes ‘childcare allowance for families with non-employed parent scheme’ implemented since 2012 as the case to explore the influences of childcare allowance on families. It aims to understand the policy goals and considerations of childcare allowance policy in Taiwan, how these considerations affect the design of this policy, how childcare allowance affects the choices and arrangements of various families between work and care, and how families consider these arrangements given various childcare services and cash benefit schemes for children under 2 years old. This research is a two-year study. In the first year, researcher will interview government officials involving the formulation and implementation, social groups, academics and experts and parents who have ever received childcare allowance to understand the formulation and implementation of this policy and how this policy affect parents and families. In the second year, the researcher will conduct telephone survey to analyze the patterns and characteristics of families receiving childcare allowance and evaluate the influences of the allowance on families. This research will contribute to understand the effects of childcare allowance, comprehend how these policies affect families’ choices between work and childcare, rethink current childcare allowance policy in Taiwan and make recommendations on the formulation and implementation of this policy.
