    Abstract: 此刻正積極規劃與推動的長期照顧被譽為台灣建構完善福利國家的最後一項工程。但對位處偏鄉的原住民而言,缺乏文化能力的社會福利等同扼殺原住民靈魂的文化殖民手段,長期照顧在制度的設計上如何在「普遍平等」的公平原則中,保有「尊重差異」的多元彈性空間,成為長照制度設計的重大考驗。接續本人正進行的科技部研究計畫,本人主要針對進入國家體系與未進入國家體系的居家照顧服務體系進行研究,發現原鄉有其照顧的文化特殊性,但在地照顧模式無法被國家體制所支持,而國家補助的居家服務需要經過在地化的過程,才能提供適當的服務;在這個初步研究發現的基礎上,為了探詢「以部落為中心」長期照顧服務精神的在地實踐,在這個研究案,我把焦點轉向長照中心的照顧管理,問不同的問題:「照顧管理專員是如何進行原鄉的長照需求評估?他們是如何在原住民文化與國家政策之間取得平衡?」因此,我將先以問卷調查瞭解長照中心在原鄉的基本操作模式,從中取樣15 個原鄉進行深度的田野調查,希望瞭解照管專員如何將部落文化的理解納入現在長期照顧服務的需求評估中,並以行動研究的架構,與部落倡議組織共同推動部落在地化的長期照顧服務。
    Long term care which is under process is seen as the last piece of a comprehensive welfare state for Taiwan. However, a welfare policy which is blind to indigenous cultures can be a means of cultural genocide if cultural variation is not taken into consideration. How to design a long term care system which integrates the principles of equality for all and respect for diversity is a challenge. In my current research project, I have documented that indigenous care has been systematically excluded from the policy scheme and public-subsidized care needs go through a process of indigenization in order to provide suitable care to indigenous peoples. I have studied the service provision, not from the perspective of service qualification, that is needs assessment. Therefore, in the proposed three-year research project, I intended to ask a different set of questions, i.e. how the case manager do needs assessment in indigenous communities? How case managers integrate their understanding of indigenous culture with their tasks which is regulated by the state? In this research, I will conduct survey to understand the variety of needs assessment models and then choose 15 indigenous communities for further ethnographic study. Action research is adopted as research design, in which advocate group for indigenous long term care will be research partner. The research is aimed to identify the indigenous ways of elderly care and to work with local organizations to develop these indigenous elderly care services through action research.
