    Abstract: 本計畫是今年執行計畫的延續,因此在名稱上維持原名並增加「第二期」的字樣。在面對國家政策與部落文化之間的斷裂,在地組織與在地工作者肩負著很重要的橋樑角色。同樣地,組織之所以可以如此有效回應國家政策是因為組織裡有可以進行文化轉譯的在地工作者,做為文化轉譯者,在地工作者必須熟悉雙方語言,並且有創意地因地制宜讓雙方可以進行有效溝通。具體而言,在地工作者在面對國家行政體系,他要能夠用國家政策的語言,表達在地失能者的需求;同樣地,在面對部落老人時,他要能夠用在地語言,表達國家政策的意涵,讓老人知道政策的目的。這次的研究計畫延續我對在地工作者的文化轉譯者角色的興趣,將重點從公部門的照專移到在地民間組織的部落工作者,選擇六個部落長照服務據點,依照在地人與外來者的身份,對部落工作者的工作知識進行分析,希望可以藉此理解文化照顧的實施過程中,工作者是如何進行文化轉譯?轉譯的策略為何?所對應的結構性限制為何?希望可以進一步深化文化照顧理論在原住民長照的應用。本研究為三年期的研究,將以六處為研究場域,運用建制民族誌的設計,以部落工作者為立足點,分析部落在地組織與部落工作者如何在現有長照政策的框架中,走出符合部落文化的照顧服務。我將紀錄部落實作長期照顧服務的經驗。從這些部落在地經驗我們將試圖分析文化照顧如何可以落實在目前正在積極推動的長期照顧政策。
    This proposal is a follow-up on the current project. Local organizations and frontline workers play the role as a bridge between government long term care policy and local cultures. For local organizations to respond government policy effectively, frontline workers in local organizations must be capable of cultural translation. By speaking both languages, frontline workers can communicate both worlds with creativity and flexibility. In short, frontline workers must be able to express the needs of the elderly in institutional language of government policy while explaining government policy in local language to the elderly. This research continues my interest in frontline workers’ role as cultural translator. My previous research focused on case managers while this one on frontline workers in local organizations. Six organizations in six townships are chosen as study sites. Frontline workers’ experiences of providing long term care services will be documented through participant observation and interviews and analyzed to shed light on how culture care can be possible by their practices of cultural translation.This research is three-year project, choosing six stuy sites. The research adopts institutional ethnography as research design to investing how frontline workers in indigenous communities provide long term care services that reflect the local ways of living. These practices of culture care offer a way to imagine alternative ways of thinking about long term care in indigenous communities.
