    摘要: 本文以2011年起最低工資持續調升為背景,探討該政策對各產業中廠商存續情況及營運表現的影響。鑑於產業間勞動結構的差異,最低工資政策的影響呈現高度異質性,特別是對受政策衝擊程度較高的產業而言,可能帶來更大的經營壓力。為進行實證分析,本文使用財政部財稅資料中心之行政資料,並結合差異中的差異法(Difference-in-Differences)與事件研究法(Event-Study)進行分析。研究依據廠商須補足薪資之金額佔總薪資支出之比例(GAP)與受影響員工人數比例(Share),衡量產業層次受政策衝擊之程度。
    實證結果顯示,當產業面對較高程度的最低工資衝擊時,其退出率增加,員工人數亦出現明顯下降,顯示企業可能在面對成本壓力時,透過縮減規模或退出市場進行調整。進一步分析顯示,若以受影響人數比例(Share)作為處置變數,則可觀察到勞動密集度呈現顯著下滑,反映企業可能透過調整結構以降低人事成本。整體而言,本文提供最低工資調升對台灣產業退出與營運表現的實證證據,並對未來政策設計與產業適應性調整提供參考依據。
    This study investigates the impact of sustained minimum wage increases since 2011 on firm survival and operational performance across industries. Given the variation in labor structures among industries, the effects of minimum wage policies are highly heterogeneous, potentially imposing greater operational pressure on industries that are more heavily affected by the policy. Using administrative data from the Fiscal Information Center (FIA), the analysis applies a Difference-in-Differences approach and an event-study framework to estimate the policy effects. The intensity of exposure is measured by the proportion of employees earning below the new minimum wage (Share) and the wage gap as a proportion of total payroll costs (GAP).
    The empirical results reveal that industries facing greater exposure to the minimum wage hike experience an increase in exit rates and a notable reduction in the number of employees, suggesting that firms may respond to rising labor costs by downsizing or exiting the market. Further analysis using Share as a treatment variable shows a significant decline in labor intensity, reflecting structural adjustments aimed at reducing personnel costs. Overall, this study provides empirical evidence on the impact of minimum wage increases on industry-level exit and operational performance in Taiwan, offering insights for future policy design and industrial adjustment.
