    Abstract: 近年來,分散式電源(Distributed Energy Resources, DERs)大量接入輸配電系統,輸電系統操作者(Transmission System Operators, TSOs)難以即時掌握分散、間歇性的DERs資訊,導致系統調度困難與供需預測誤差,進而衝擊供電穩定性。同時,配電系統面臨前所未見的多元利害關係人,包括電力消費者、再生能源業者、公用事業、聚合商與政府監管單位等,這些利害關係人之間如何共享DERs開放資料,亟需建立完善的資料治理與責任機制,因配電系統操作者(Distributed System Operators, DSOs)處於中低壓層級,能直接調度當地DERs,並透過人工智慧與大數據分析提升區域電力預測精度,進而強化電網靈活性與營運效率,為DERs發展下的關鍵。
    本研究透過文獻探討法,分析先進國家在分散式電源趨勢下,配電系統開放資料的實踐案例。透過比較不同國家策略,探討其在促進能源轉型與資訊透明上的成效,期望提供台灣資料開放政策之參考。綜觀過去研究,尚缺乏針對配電層級開放資料的系統性分析,因此本研究旨在補足此一文獻缺口,並聚焦於實務案例的比較與探討。案例一為英國西部開放低壓(Open Low Voltage, OpenLV)計畫;案例二為美國科羅拉多州分散式能源資源管理系統(Distributed Energy Resources Management System, DERMS)開放資料案例;案例三為美國加州電動車開放資料案例。
    本研究透過分析英美配電系統開放資料實例,探討其在DERs發展下的應用潛力與策略。三個案例顯示開放資料有助提升能源透明度、促進跨部門協作與強化公共課責,結果可為台電公司資料開放與能源治理政策提供具體參考。
    In recent years, the large-scale integration of Distributed Energy Resources (DERs) into trans-mission and distribution systems has posed challenges for Transmission System Operators (TSOs), who find it difficult to promptly access the dispersed and intermittent information of DERs. This leads to difficulties in system dispatch and errors in supply-demand forecasting, thereby affecting power supply stability. At the same time, distribution systems are facing an unprecedented diversity of stakeholders, including electricity consumers, renewable energy de-velopers, utilities, aggregators, and regulatory agencies. How these stakeholders can share open data on DERs highlights the urgent need for a robust data governance and accountability mech-anism.
    Since Distribution System Operators (DSOs), operating at the medium- and low-voltage levels, can directly manage local DERs, they play a key role in improving the accuracy of re-gional power forecasting and enhancing grid flexibility and operational efficiency through AI and big data analytics. DSOs thus become crucial in the era of DERs development.
    This study uses a literature review to analyze the practices of advanced countries regarding open data in distribution systems amid the growing trend of DERs. By comparing the strategies of different countries, the study explores their effectiveness in promoting energy transition and in-formation transparency, aiming to provide policy reference for Taiwan's open data initiatives. A review of past research reveals a lack of systematic analysis focused on open data at the distri-bution level. Hence, this study aims to fill that gap by comparing and discussing practical case studies.
    Case Study 1 is the UK's Open Low Voltage (OpenLV) project; Case Study 2 is the open data initiative from the Distributed Energy Resources Management System (DERMS) in Colo-rado, USA; and Case Study 3 is California's open data practices related to electric vehicles.
    By analyzing these UK and US distribution system open data cases, the study explores the ap-plication potential and strategies under DERs development. The three cases demonstrate that open data can enhance energy transparency, promote cross-sector collaboration, and strengthen public accountability. The results can provide concrete references for Taipower's open data pol-icy and energy governance strategy.
