    Abstract: 本研究旨在探討國營事業中華郵政員工普遍缺乏升遷意願的現象,並分析其成因與影響。透過雙因子理論與相關管理理論,檢視影響升遷動機的內外在因素,包括薪資結構、工作負荷、升遷機制與企業文化等。本研究將透過文獻分析與訪談方式,提出研究發現及改善建議,期能提升員工對職涯成長展現積極度,促進百年企業人才永續發展。另外納入民營化議題之可行性分析,以破壞式創新改革假設,探討改善員工激勵因子後,是否有機會再造中華郵政。
    This study investigates the prevalent reluctance among employees of Chunghwa Post, a state-owned enterprise, to pursue promotional opportunities. It aims to identify the underlying causes and assess their organizational implications. Grounded in Herzberg’s Two-Factor Theory and relevant management frameworks, this research examines both intrinsic and extrinsic motivational factors, including compensation structure, workload, promotion systems, and organizational culture. Utilizing a qualitative approach combining literature review and semi-structured interviews, the study offers empirical insights and proposes actionable recommendations to enhance employees’ career motivation. The ultimate objective is to support sustainable talent development within the organization. Furthermore, the study incorporates a feasibility analysis of privatization, applying a disruptive innovation perspective to explore whether strengthening motivational factors could facilitate the transformation and revitalization of Chunghwa Post.
