With rapid technological advancement, digital transformation has emerged as a critical competitive advantage across industries. To better understand the decision-making process involved in digital transformation within small and medium-sized manufacturing enterprises (SMEs), this study focuses on the plumbing hardware manufacturing sector in Taiwan. A representative SME located in Changhua County (hereinafter referred to as Company A) was selected as the case study to identify the key factors influencing its digital transformation and to develop a practical and applicable decision-making model.

Grounded in the Technology-Organization-Environment (TOE) framework and sup-ported by comprehensive literature review, this study employs the Analytic Hierarchy Pro-cess (AHP) to construct an evaluation structure and assess the relative importance of various factors influencing digital transformation decisions in Company A. Based on the results, the study further compares the appropriateness of two digital transformation options—Enterprise Resource Planning (ERP) and the Internet of Things (IoT)—to provide guidance for future implementation.

The findings indicate that SMEs in the plumbing hardware sector should adopt an “in-side-out” transformation strategy, prioritizing internal driving forces as the foundation for digital transformation. Although external factors, such as government policies, exert some influence, most respondents consider them to be supportive rather than primary drivers. Re-garding the evaluation of transformation options, compared to ERP, the IoT solution was assessed as more suitable due to its superior performance in the technological dimension and employee skill development factor under organizational dimension.

Based on these results, the study proposes practical recommendations and outlines a phased transformation strategy encompassing short-term, medium-term, and long-term goals. The findings aim to assist SMEs in the plumbing hardware sector in advancing their digital transformation efforts in a resource-constrained environment and serve as a reference for fu-ture research and practical applications.
