    Abstract: 本論文旨在探討軟實力於 2019 至 2024 年間歐盟與台灣互動增強中的關鍵作用。 研究資料來源涵蓋中歐亞洲研究所、歐盟與中華民國政府官方文件、新聞報導及民間 論壇,並採用縱向資料分析與論述分析兩種方法,試圖釐清互動提升背後兩項主要趨 勢的影響:其一為中國對民主價值的挑戰,其二為台灣在民主治理方面的正面表現。

    本文首先概述歐台關係之整體發展脈絡,進而聚焦於兩個具代表性的個案:中 國對台灣發動的假訊息操作,以及台灣於 COVID-19 疫情期間的防疫治理成效。依據約 瑟夫‧奈伊(Joseph Nye)所提出之軟實力理論(2013, 2017, 2021),研究發現,中 國所展現的負面軟實力與台灣正面軟實力形成鮮明對比,並在相互作用下促進了歐台 關係的深化。

    中國與台灣對於若干重大事件——如新疆人權問題、香港反送中運動、台灣同 性婚姻合法化、新冠疫情應對,以及烏克蘭戰爭——所採取的立場與作為,顯著影響 了雙方國際形象。中國在這些議題上的處理方式削弱其國際聲望,而台灣則藉由展現 民主價值與治理能力,提升了其在國際社會中的正面形象。

    此外,歐盟與台灣在制度性層面的互動日益密切,進一步推動部分歐盟成員國 與台灣之間的雙邊交流與民間合作。綜觀而論,儘管歐盟各成員國對台政策不盡一致, 其中以中東歐國家最為積極,但整體而言,軟實力在強化布魯塞爾與台北關係方面發 揮了關鍵作用。相對之下,中國對硬實力的過度依賴,反而限制了其在歐洲的外交空間。
    This thesis investigates the influence of soft power in the rise of EU-Taiwan interactions in the years 2019-2024. Using the data provided by the Central European Institute of Asian Studies, official publications by the EU and Taiwan, news and press reports, and civil society forums, this study employs longitudinal data analysis and discourse analysis to research the relation between the increase in interactions and two major trends: European perception of China’s threat against democracy and Taiwan’s successful democratic performance. To structure this research, the paper first provides an overall analysis of EU-Taiwan interactions throughout the selected period, followed by two principal case studies: the EU’s perception of China’s disinformation campaigns, and Taiwan’s pandemic governance, studying their influence on EU-Taiwan interactions.

    Following Joseph Nye’s theory of soft power (Nye 2013, 2017, 2021) the research finds that the combination of China’s negative soft power and Taiwan’s positive soft power have resulted in improving EU-Taiwan relations. China’s and Taiwan’s handling of major events, like the human rights abuses in XinJiang, Taiwan’s legalization of same-sex marriage, the Hong Kong protests, the COVID pandemic, and the Ukraine war, have damaged China’s reputation while elevating Taiwan’s international profile. Furthermore, increased interactions between Europe and Taiwan at the institutional level have trickled down, positively influencing bilateral relations between Taiwan and some of the EU members, as well as producing collaborations within civil society.

    Overall, this study confirms that, although EU members’ attitudes towards Taiwan aren’t completely uniform — with Central Eastern European countries at the forefront of EUTaiwan relations — soft power has played a significant role in improving relations between Brussels and Taipei, whereas China’s overreliance on hard power has been detrimental to its relations with Europe.
