Abstract: | 本論文探討中美之間作為軟實力工具的跨國領養的興衰,追溯地緣政治關係、國家認同政治和文化敘述的轉變如何重塑了領養作為一種文化外交形式的意義和可行性。從21世紀 初的領養高峰到2024年的正式中止,中國的國際領養計劃反映了中美關係的廣泛變化--從接觸和互利到不信任和戰略競爭。 本研究結合過程追蹤、內容分析和論述分析,分析媒體文章、政府聲明,以及領養家庭和被領養者的第一人敘述,探討西方如何動員救援、感恩和文化橋樑的敘述,以感性的角度描繪中國。這些敘述起初有助於緩和中國的國際形象;然而,隨著雙邊緊張局勢的升級- -尤其是在廢除獨生子女政策、人權批評和COVID-19大流行之後--領養的政治和象徵效用就降低了。 這篇論文辯稱,領養曾被定義為國家之間的道德和情感橋樑,但隨著中國的民族主義轉變 及北京與華盛頓之間的信任惡化,領養變得不相容。隨著被領養者開始公開質疑塑造他們 身份的過度簡單化的敘述,他們的故事凸顯了領養不僅是個人的,而且是深刻的地緣政治的。本研究將領養置於軟實力、文化外交和敘事理論的框架內,有助於更仔細地理解國際 領養如何同時發揮人道主義實踐和國際關係爭議場所的功能。 This thesis examines the rise and fall of transnational adoption between China and the United States as a tool of soft power, tracing how shifting geopolitical relations, national identity politics, and cultural narratives reshaped the meaning and viability of adoption as a form of cultural diplomacy. From the height of adoptions in the early 2000s to their formal suspension in 2024, China’s international adoption program mirrored broader shifts in U.S.-China relations— from engagement and mutual benefit to distrust and strategic rivalry. Combining process tracing, content analysis, and discourse analysis, this study analyzes media articles, government statements, and first-person accounts from both adoptive families and adoptees to explore how narratives of rescue, gratitude, and cultural bridging were mobilized in the West to portray China in a sentimental light. These narratives initially served to soften China's international image; however, as bilateral tensions escalated—particularly in the wake of the One Child Policy’s repeal, human rights critiques, and the COVID-19 pandemic—the political and symbolic utility of adoption diminished. This thesis argues that adoption, once framed as a moral and emotional bridge between nations, became incompatible with China’s nationalist turn and the deteriorating trust between Beijing and Washington. As adoptees began to publicly interrogate the oversimplified narratives that shaped their identity, their stories highlighted how adoption was not only personal but profoundly geopolitical. By situating adoption within the frameworks of soft power, cultural diplomacy, and narrative theory, this research contributes to a more nuanced understanding of how international adoption functions as both a humanitarian practice and a contested site of international relations. |
