| Abstract: | 全球化發展以及工商業等高經濟產值產業成為我國經濟發展核心脈絡下，原本以農業為主要產業的農村社區逐漸沒落，面臨經濟衝擊與隨之出現的諸多社會問題，主要是人口外移、老化及嚴重少子化等。這些經濟及社會發展的挑戰引起政府及民間單位的關注，期望透過傳統政策或社會福利措施以解決相關問題，惟效果有限。本文以臺南市後壁區的「菁寮社區」為案例，透過深度訪談，試圖從社會創新的角度探討後壁菁寮社區當地返鄉或留鄉青年參與農村活化，所帶來與以往不同的發展契機，並為一個沒落傳統農村再次活化與發展的過程。本研究將社會創新理解為以創新的方式解決傳統措施未能有效解決的社會問題，特別著重社會的自主跟參與及其與公私部門的協作。研究結果發現，後壁菁寮社區的發展策略與過程展現若干因應傳統社會問題的創新因素，藉由許多回鄉青年的努力，結合觀光與非典型行銷、關注偏鄉教育、組成社群組織、注重在地社區居民的賦權及對青年培力的重視，能夠相當程度滿足當地缺乏的社會需求，惟在於促成社會關係轉變與社會變革目標上仍有一段差距，也可見當地在人口回流的目標上，未見明顯變化。究其原因，本研究認為與當地發展仍高度倚賴觀光人口，以及臺灣整體發展重北輕南的現況難以撼動等因素息息相關，導致菁寮社區仍無法在短時間內吸引人口移入，透過社會創新方法有效解決當地人口老化與少子化的社會問題。
Amid Taiwan’s globalization and industrial development, traditional agriculture-based rural communities have declined, facing population outmigration, aging, and low birth rates. Government and civil responses through conventional policies have had limited effects. This study examines the Jingliao Community in Tainan’s Houbi District to explore how returning and local youth engage in rural revitalization through social innovation. Defined as novel, participatory approaches to unresolved social issues, social innovation in Jingliao includes tourism, alternative marketing, rural education, community organizing, and youth empowerment. These efforts have addressed local needs and fostered some social change, though challenges remain in reversing demographic decline due to tourism dependence and regional development imbalances. |
