Abstract: | 本論文探討轉型正義對威權繼任政黨的影響。威權繼任政黨在許多第三波民主化國家中具有重要影響力,過去的研究對於威權繼任政黨的選舉表現提出許多不同解釋,例如從黨產的角度來分析,或是強調威權統治時期經濟成就的重要性。然而,目前少有研究探討轉型正義的實施如何影響威權繼任政黨的選舉表現。為彌補此研究缺口,本文主張,轉型正義政策主要透過削弱威權遺緒來影響威權繼任政黨的選舉表現,而其中削弱的機制包括否定前威權政權的正當性、以及瓦解其權力網絡。更重要的是,本文認為,轉型正義實施的越早,越能降低威權繼任政黨的選舉支持。為檢驗此一理論主張,本文採用混合方法進行實證分析。首先,就量化分析而言,本文聚焦40個有威權繼任政黨的第三波民主化國家,探討刑事審判、真相委員會、整肅、高層清洗與人事清查等轉型正義政策如何影響威權繼任政黨的選舉表現。本論文的國家層級資料分析結果顯示,一國若較早執行執行轉型正義、高層清洗與設立真相委員會,其威權繼任政黨會出現較差的選舉表現。就個人層級的資料分析結果而言,本研究發現若一國較早執行轉型正義及設立真相委員會,選民較不傾向支持威權繼任政黨。從了量化研究之外,本論文亦針對臺灣與秘魯進行深度的質化分析,透過訪談與歷史資料呈現本論文的理論機制。綜合而言,本論文拓展了威權繼任政黨的研究面向,從轉型正義政策的角度探討影響其長期發展的重要因素。同時,本論文所提供的跨國量化分析,對以往多偏重單一個案研究的轉型正義研究領域具有若干貢獻。 This dissertation examines the impact of transitional justice on authoritarian successor parties. Authoritarian successor parties (ASPs hereafter) remain influential in many third-wave democracies. Previous research has provided various explanations for the electoral performance of ASPs in the post-authoritarian period, such as inherited financial assets and a record of economic prosperity. However, few studies have focused on how the implementation of transitional justice affects the electoral performance of ASPs. To fill the gap in the literature, this study argues that transitional justice can impact ASPs through the erosion of authoritarian legacies by delegitimising former authoritarian regimes and dismantling their networks of power. More importantly, it is argued that the sooner transitional justice is implemented, the more likely it is that the electoral support for ASPs will be undermined. To test this theoretical argument, empirical analyses using mixed methods were conducted. First, quantitative analyses were conducted using an original dataset that includes a sample of 40 third-wave democracies with prominent ASPs, and data on the urgency in implementing transitional justice and five individual instruments: criminal trials, truth commissions, purges, leadership purges, and vetting. At the country level, the results indicate that the early implementation of transitional justice, leadership purges, and truth commissions is associated with electorally weaker authoritarian successor parties. At the individual level, results support the detrimental impact of early implementation of transitional justice and truth commissions on citizens’ vote choice for ASPs. Second, qualitative analysis of two in-depth case studies was conducted: Taiwan and Peru. These cases illustrate the theory of this dissertation with data based on interviews and historical data. This dissertation advances the study of authoritarian successor parties by expanding the factors that affect their long-term success. Moreover, it contributes to the study of transitional justice, a field dominated by single case studies, from a quantitative perspective with a cross-country study. |
