| Abstract: | 本论文分析了泰国不同地方政府环境下活跃老龄化政策的网络治理方法。通过对清迈省湄夏市（城市）和农会区（郊区）的比较案例研究，本研究考察了网络治理结构如何适应支持老年人口，同时应对不同的地方挑战。
通过对关键利益相关者的访谈数据和政策文件的分析，本研究调查了活跃老龄化倡议中网络治理的四个关键维度。首先，治理目标在不同环境中存在差异，湄夏强调专业服务协调，而农会则专注于社区为基础的实施。其次，利益相关者参与模式显示湄夏依赖正式机构合作伙伴关系，而农会则利用社区领导者和志愿者。第三，治理模式显示湄夏采用层级-网络混合方法，而农会利用协作-机构模式。第四，实施挑战显著不同，湄夏需解决协调复杂性，而农会则需管理资源限制和地理分散。
研究结果表明，成功的网络治理需要与当地环境保持一致。城市环境受益于机构合作伙伴关系同时保持社区参与，而郊区地区在社区动员方面表现出色但需要系统性支持结构。本研究有助于理解网络治理在非西方环境中的运作，为开发有效、文化适当的老年护理方法提供见解，通过特定环境的治理模式实现。
This thesis analyzes network governance approaches to active aging policy implementation across different local government contexts in Thailand. Using comparative case studies of Mae Hia Municipality (urban) and Nong Hoi Subdistrict Municipality (suburban) in Chiang Mai Province, the research examines how network governance structures adapt to support elderly populations while addressing distinct local challenges.
Through analysis of interview data with key stakeholders and policy documents, the study investigates four key dimensions of network governance in active aging initiatives. First, governance goals differ between contexts, with Mae Hia emphasizing professional service coordination and Nong Hoi focusing on community-based implementation. Second, stakeholder engagement patterns reveal Mae Hia's reliance on formal institutional partnerships while Nong Hoi leverages community leaders and volunteers. Third, governance models show Mae Hia employing a hierarchical-network hybrid approach while Nong Hoi utilizes a collaborative-institutional model. Fourth, implementation challenges differ significantly, with Mae Hia addressing coordination complexity and Nong Hoi managing resource constraints.
Findings suggest successful network governance requires alignment with local contexts. Urban settings benefit from institutional partnerships while suburban areas excel in community mobilization but need systematic support structures. This research contributes to understanding network governance in non-Western contexts, offering insights for developing culturally appropriate approaches to elderly care.
