Abstract: | 本研究探討綠色金融政策如何促進建築適應性再利用,並以洛杉磯和臺北為實證案例,討論兩城市如何在城市擴張趨勢下,推動相對可持續的適應性再利用方案。儘管適應性再利用具有降低隱含碳排放、減少拆除廢棄物等環境優勢,其實施仍面臨財務風險、法規限制和制度分散化…等障礙,相較之下,獲利導向的開發型專案,對於開發商更具吸引力。通過比較政策分析,本研究評估了綠色債券、補貼、稅收激勵和公私合作等金融工具,以辨識如何推廣適應性再利用、使其規模化的有效路徑。本研究的貢獻在於:為政策制定提供支持適應性再利用的金融機制設計方案,藉由揭露複雜產權之協調策略,使城市治理知識體系更趨完善,並提出可擴展的再利用的概念框架,豐富化可持續實踐。本研究成果期能為決策者和規劃者提供推進低碳城市更新的實用工具。 This thesis investigates how green finance policies can enable adaptive reuse of buildings as a sustainable response to urban expansion, focusing on Los Angeles and Taipei. While adaptive reuse offers environmental advantages like reduced embodied carbon and demolition waste, its implementation faces barriers including financial risks, regulatory constraints, and institutional fragmentation. In contrast, profit-oriented development projects are more attractive to developers. Through comparative policy analysis, this study evaluates green finance instruments such as green bonds, subsidies, tax incentives, and public-private partnerships to identify effective approaches for scaling reuse. The research contributes to policy discussions by demonstrating how financial mechanisms can be designed to support adaptive reuse, advances urban governance knowledge by revealing coordination strategies for complex ownership contexts, and informs sustainable finance by developing frameworks for scalable reuse models. These insights provide policymakers and planners with practical tools to advance low-carbon urban redevelopment. |
