    Abstract: 二戰後,核武帶來的毀滅性後果促使美國主導建立國際核不擴散體系,意圖防止其他國家取得核武。然而,中華民國(台灣)作為美國的親密盟友,卻在冷戰期間秘密推動核武研發計畫長達二十餘年,意圖建立足以嚇阻中華人民共和國的戰略能力。本文以紐奇特萊( Nuechterlein)所提出的「國家利益與外交政策」分析架構為理論基礎,探討台灣如何透過高度保密的方式,在維持對美友好關係與追求戰略自主之間取得平衡,並探討台灣於當時政治風險與國際壓力下如何權衡國家利益。從美國角度觀之,美方初期對台核計畫採取相對寬容的態度,顯示其更重視全球戰略穩定與盟邦關係的長遠價值,直到台灣計畫可能觸及美國核心利益時,才施加實質壓力,促使台灣最終中止發展。此一案例不僅揭示秘密行動於國家安全策略中的重要性,也反映出在同盟關係中,國家利益具有動態調整的空間與彈性。更重要的是,它突顯了中小國在大國體系中,如何運用外交策略與資訊控制,謀求有限自主與生存空間。
    In the aftermath of World War II, the dangers of nuclear weapons were exposed. This set the stage for the United State’s lead role in establishing nonproliferation norms. Despite this, many countries either overtly or covertly worked to develop their own nuclear arms. In one unique case, even a close ally of the United States attempted to keep their nuclear weapons development a secret for over two decades. Specifically, the Republic of China (ROC, Taiwan) was prompted, for numerous reasons, to acquire a security deterrent against the People’s Republic of China (PRC). Evaluating these reasons over time through Nuechterlein's national interest and foreign policy framework, it is clear that the ROC was able to avoid the political costs of creating such a program by keeping it discreet. Therefore, precisely because the ROC wanted to maintain its good relationship with the US while simultaneously striving to obtain security autonomy, it kept its nuclear ambitions hidden. Taiwan effectively balanced against both friend and foe. Utilizing the same values versus cost analysis from the US’s perspective, evidence indicates that the US prioritized its world order interests before Taiwan’s immediate actions, which allowed it to progress for as long as it did. Ultimately, with US coercion and pressure, the ROC finally assessed that the costs to continuing its nuclear program outweighed the benefits. This case demonstrates the strategic value of secrets, nuances of alliance politics, and how national interests shape foreign policy.
