    Abstract: 本研究比較了韓國的新南方政策(NSP-K)與台灣的新南向政策(NSP-T),這兩項政策 皆作為戰略性措施,以透過加強與東南亞、南亞及其他地區的聯繫,降低對中國的經濟與 政治依賴。本論文的分析範圍集中於2016年至2024年間,涵蓋兩項政策的初始實施及後續 演變。儘管這兩項政策目標與時間線相似,但在制度設計、外交取向及參與模式上存在顯 著差異。
    透過檢視官方政策文件、經濟指標及專家訪談,本研究評估每項政策在各自國內政治脈絡 與外交限制下的運作情況。研究重點包括貿易、投資與觀光等關鍵部門,作為實施多元化 策略與促進區域連結的工具。尤其值得注意的是,雖然觀光已不再是核心焦點,但仍是評 估兩項政策更廣泛的對外拓展與公共外交效果的重要視角。
    透過比較分析,本研究展示韓國與台灣如何採取不同的中等強權外交模式,以應對印太地 區日益增長的地緣政治不確定性。研究結果有助於更深入理解結構不同的國家如何在大國 競爭加劇及區域格局變動下,推動區域政策創新與戰略再定位,並為其他國家在多極化世 界中透過多元化外交關係降低風險提供寶貴的借鏡。
    This study provides a comparison between Korea’s The New Southern policy(NSP-K) and Taiwan’s The New southbound policy(NSP-T), which were both launched as strategic initiatives to reduce economic and political dependence on China by strengthening ties with Southeast Asia, South Asia, and beyond. The analysis in this thesis focuses on the period from 2016 to 2024, covering the initial implementation and subsequent evolution of both policies. While the two policies share similar goals and timelines, they differ significantly in their institutional design, diplomatic orientation, and modes of engagement.
    By examining official policy documents, economic indicators, and expert interviews, this research evaluates how each policy has operated within its respective domestic political context and foreign policy constraints. It analyzes key sectors—such as trade, investment, and tourism—as instruments for implementing diversification strategies and fostering regional connectivity. In particular, the study emphasizes how tourism, though no longer the central focus, remains a useful lens for assessing the broader outreach and public diplomacy components of both policies.
    Through this comparative approach, the research demonstrates how Korea and Taiwan have adopted distinct models of middle-power diplomacy as a reaction to growing geopolitical uncertainty in the Indo-Pacific region. The findings contribute to a deeper understanding of how structurally different states pursue regional policy innovation and strategic repositioning in the face of rising great-power competition and shifting regional alignments. offer valuable lessons for other nations seeking to navigate similar geopolitical challenges by diversifying their foreign relations and reducing vulnerabilities in an increasingly multi polar world.
