    Abstract: LGBTQIA+ 權利的認可與保護已成為全球人權議題的重要一環。近年來,社會大力推動將 LGBTQIA+ 權利納入人權架構之中,特別關注針對性取向、性別認同與性別表達所產生的歧視與暴力問題。
    在教育領域中,LGBTQIA+ 權利的相關討論也已浮現,成為全面人權教育中不可或缺的部分。透過將 LGBTQIA+ 權利納入學校課程,教育者可以營造一個包容、同理並尊重 LGBTQIA+ 社群及其成員(包括盟友)的學習環境。
    此外,LGBTQIA+ 權利議題不僅是國內關注的焦點,也影響著許多國家的外交政策。許多國家將對 LGBTQIA+ 權利的立場作為外交工具,藉此展現其對人權原則的承諾,並實施戰略性的公共外交策略。在國際場合上,這些國家藉由倡議 LGBTQIA+ 議題,期望提升其國際聲譽、建立或維持外交聯盟,並影響其他國家的政策與實踐。
    總結而言,推動 LGBTQIA+ 權利不僅是基本人權的體現,也是在國際關係與公共外交領域中的策略性考量。當我們在人權體系中優先處理 LGBTQIA+ 議題,並在學校中納入安全且具理解性的對話與教育,同時將這些討論融入外交政策方案時,社會便能為 LGBTQIA+ 個體創造一個更安全且具包容性的空間。如此一來,社會便能朝向實現平等、公義與尊嚴邁進,為所有人創造更美好的未來。
    讀者將能夠在葡萄牙與台灣的案例中看見,LGBTQIA+ 權益在國內的進展如何正面地融入公共外交當中。相對地,另有兩個案例則顯示,若缺乏穩定一致的國內投入,將 LGBTQIA+ 權益納入公共外交策略所面臨的限制與風險。
    The recognition and protection of LGBTQIA+ rights have become an integral part to the broader discussion of human rights worldwide. Lately, there has been a significant push for the inclusion of LGBTQIA+ rights within the bounds of the structure of human rights, focusing attention on the importance of addressing discrimination and violence directed at individuals based on their sexual orientation, gender identity and expression of it.
    In the scene of education, discussions including LGBTQIA+ rights have surfaced as a crucial component of comprehensive human rights education. By encompassing LGBTQIA+ rights into school curriculum, educators can create a space of inclusivity, empathy and the respect for LGBTQIA+ community and people who belong within it, as well as allies.
    Additionally, the topic of LGBTQIA+ rights has not only remained a domestic concern but also influenced foreign policies of various countries. Many countries use their viewpoint on LGBTQIA+ rights as a diplomatic instrument, with the intention of showing their commitment to human rights principles and to partake in strategic public diplomacy tactics. When discussing these topics at an international stage, these nations have the objective of improving their international distinction, create or maintain alliances and sway other nations’ practices and policies.
    In summary, the furtherance of LGBTQIA+ is not only a matter of fundamental human rights but also a strategic consideration in the realm of international relations and public diplomacy. When we prioritize LGBTQIA+ rights in the human rights realm and include safe and understanding dialogue and education in schools and, at the same time, include these discussions of foreign policies programs we can create a shielded and more inclusive space for LGBTQIA+ individuals. This way societies can make an effort to create and maintain equality, justice and dignity for all human beings. The readers will be able to see this in the case studies of Portugal and Taiwan that show how domestic progress on LGBTQIA+ rights can be positively integrated into public diplomacy and contrastingly there will be two another two case studies that represent the limitations and risks of including LGBTQIA+ rights into public diplomacy tactics without a consistent domestic engagement.
