| Abstract: | 即使在後革命時期，中共和越共推行政治改革並建立政治繼承制度，看似職務權力型領導人的權力受到限縮，其突破空間依然存在。從習近平與阮富仲分別於2022年與2021年打破任期限制，展開個人第三任期，即體現此現象的可能性，並將轉變後的領導人稱之為「後革命時期個人權威型領導人」。本研究以「共黨政權的領導人類型會不會從『職務權力型』轉變到『個人權威型』」以及「共黨政權的領導人如何從職務權力型轉變為個人權威型」作為研究問題。並藉由「權力來源」、「環境因素產生的政治機會」和「個人意圖」分析其領導人類型動態轉變的特徵，以及造成變化的因素。本研究屬於先驅型的探索式個案研究（exploratory case studies），透過歸納習近平與阮富仲個人集權的特徵，嘗試在「後革命時期個人權威型領導人」理論化之前，提供初步分析的經驗與基礎。本研究發現，後革命時期個人權威型領導人會試圖加強自身的職務權力，並嘗試在上台後建立個人功勳，據以鞏固個人在黨與國家無可取代的領導地位。再者，唯有環境提供充分的政治機會以及領導人有意識地展現個人擴權的意圖，領導人才得以成功轉變。
Despite the power of both the Chinese Communist Party (CCP) and the Communist Party of Vietnam (CPV) institutional power-based leaders, who seem to have been constrained in the post-revolutionary era while implementing political reforms and institutionalized leadership succession, there is still room for breakthroughs. The cases of Xi Jinping and Nguyen Phu Trong, who removed term limits in 2022 and 2021 to serve a third term, exemplify this possibility, which is known as the “post-revolutionary personal authority-based leader.”
This study addresses two core questions: (1) Do leaders in communist regimes transition from an institutional-power-based to a personal authority-based? and (2) By what mechanisms does such a transition occur? To answer these questions, this research examines three dimensions—power sources, political opportunities, and individual intention—as frameworks for analyzing the characteristics and the factors that lead to leadership-type transformations.
As a pioneering exploratory case study, this research aims to provide a preliminary empirical foundation for theorizing the characteristics of post-revolutionary personal authority-based leaders. Through the inductive analysis of Xi Jinping’s and Nguyen Phu Trong’s personal consolidation of power, the research reveals that these leaders seek to enhance their institutional powers and establish personal achievements once in office, thereby entrenching themselves as indispensable figures within both the party and the state. Furthermore, the transformation occurs only when ample political opportunities coincide with a leader’s deliberate pursuit of expanded personal authority. |
