    Abstract: 數位平台對威權國家而言,既是潛在的顛覆威脅,也是強化統治的治理機遇。習近平時期,中共如何駕馭此一矛盾,進而對不同平台採取差異化處置?本研究以2018年字節跳動旗下的兩大平台,「內涵段子」遭汰除與「抖音」被馴化的現象為案例,提出「選擇性治理」分析框架來解釋。此框架主張中共的決策並非出於偶然,而是依循一套「風險—效益」的政治精算邏輯,系統性地評估平台的「意識形態」、「社會連結」與「基礎設施」三大屬性。研究發現,此評估體系決定了平台的政治命運。「內涵段子」因其解構主流價值的意識形態、催生線下動員的「強連結」社群,且缺乏可供國家利用的基礎設施價值,被判定為高風險、低效益的治理負擔而遭清除。相較之下,「抖音」憑藉其娛樂化、易於引導的意識形態,以及促使用戶原子化的「弱連結」設計,有效化解了政治風險;同時,其在數位經濟與政務宣傳上展現的巨大潛力,使其成為值得「馴化」的戰略資產,最終被成功改造為延伸國家「基礎權力」的工具。
    This study examines China’s differential governance of digital platforms under Xi Jinping, proposing a “differential control” framework to explain their divergent fates. Focusing on the 2018 purging of “Neihan Duanzi” and the taming of “Douyin”, it also argues that the state employs a risk-benefit calculus based on three key attributes: ideological alignment, social connectivity, and infrastructural potential. The analysis reveals that “Neihan Duanzi” was eliminated as a high-risk asset due to its deconstructive culture and strong-tie community capable of offline mobilization. In contrast, “Douyin” survived by presenting a low-risk profile with its atomizing weak-tie design and malleable content, while offering high strategic value as a tool for extending and enhancing the state’s infrastructural power. The study concludes that this differential approach showcases the adaptability of digital authoritarianism, which actively shapes platforms to serve state objectives.
