    Abstract: 臺灣電子資訊產業長期來以快速跟隨者的策略,逐漸崛起成為全球產業供應鏈要角,然由於缺乏技術標準之自主性,致使臺灣電子資訊產業每年付給外國公司權利金之負擔極為沉重,從而影響產業國際競爭力與發展。因此,強化對技術標準的掌握,積極參與國際與大中華標準制定相關活動,乃成為臺灣電子資訊產業必須採取之策略作為。本文探討臺灣電子資訊產業參與國際及大中華標準制定活動之背景、面臨問題與瓶頸,並從策略思考角度提出以開放式策略參與國際標準制定活動及半封閉式策略參與大中華標準制定活動。最後,並提出相關結論與建議。
    Over the years, Taiwan`s information technology industry has significantly contributed to the development and deployment of innovative solutions in the global supply chain. However, the lack of standard-setting initiatives necessitates Taiwan to pay much royalty fees to foreign companies for new tech standards, thereby decreasing its overall competitiveness. It is therefore imperative for Taiwan to identify and implement improvement strategies to strengthen its global positioning and upgrade its tech standards. One effective strategy is to be an active participant in international and Greater China`s standard-setting activities. This paper explores the background of these activities, along with some of the regulatory hurdles and major bottleneck Taiwan`s IT industry are likely to face. The author suggests employing an open strategy when participating in international standard setting activities and a semi-closed strategy when participating in Greater China`s standard-setting activities. Finally, six conclusions and recommendations are arrived at based on this study.
