Title:	感染性醫療廢棄物清除處理機構費率訂定之研議

Abstract:	由於感染性醫療廢棄物(感染性事業廢棄物)的產生相當明確，收費對象明確，故主管機關若不再像以往採取權宜措施，而擬回歸法令規定，確實貫徹污染者付費精神，將比一般廢棄物要容易落實。本文除了介紹國內感染性醫療廢棄物之現況與法令規章以外，以中興工程顧問社(1996)為士林焚化廠所規劃的費率(每公斤11-15元)，並參考目前市場的費率(每公斤30元)，而試算出各個不同處理容量之下的「合理費率」。雖然在自由市場經濟之下，政府無需以此「合理費率」規範交易雙方，但此合理費率至少是在未達到長期經濟規模之前，或是市場失靈之下，可提供政府解決階段性問題的參考。本文根據不同處理容量、是否全量運轉、及預期報酬率。分別試算出費率每公斤介於20至45元之間。此合理費率似可解釋目前之市場現象: 1.清理機構對醫院報價時，每公斤約在50元之譜，接近本文的45元再加碼所訂出的費率。 2.競標時，清理機構對醫院每公斤取價33~39元，與本文試算的5噸處理容量(占目前市場大部分)全量運轉的27元相當接近。 3.目前費率接近合理範圍，未來若能加強市場競爭，提高經營效率，達到生產規模，費率應有下降的空間。以本文試算的新費率，若能採配合措施，諸如:成立合作社、鼓勵業者合併，都可再降低成本費率使醫療院所及清理機構雙方都較樂於接受。
