Description:	印尼自一九四五年八月十七日宣布獨立以來，一貫執行獨立自主、積極、不結盟外交政策（Independent, active and non-aligned foreign policy），此項基本外交方針係基於印尼獨立建國過程的歷史經驗、建國五項原則（Pancasila）的崇高精神、一九四五年憲法的條文、戰後兩極化的冷戰局勢、印屁反帝國主義、反殖民主義的基本國策、以及內部多元的族群、文化、政治意識形態、以及宗教信仰而制訂的基本外交方針。此項基本的外交方針不僅已成為印尼國策的重要部分，並且也成為「神聖而不可被侵犯」的基本國策。外交是內政的延伸，這個政治原理在印將近半個世紀以來的經歷更獲得了印證。印尼獨立自主、積極、不結盟基本外交方針在不同時期曾經由於內政發生鉅變而遭受扭曲或給予新的註釋，不但影響了印尼內政與外交的走向，甚至對東南亞及國際局勢產生了莫大的衝擊。本文旨在探討印尼基本外交方針的形成、涵義及目標，並剖析此項基本的外交政策在蘇卡諾時期及蘇哈托新秩序政府時期執行上的相異，以進一步了解它在不同期所顯露的持續和演變。
