Abstract:	本文在這裡要討論的重點是：在全世界對於白色污染問題，甚至中國大陸某些地方對於白色污染問題，都提出解決之道時，為何大陸內部對於這個問題還在盤旋，環境和生態仍遭「白色污染」，弄不出一套完整、全部統一在一起的解決辦法，究竟癥結出在哪裡？這種環境與生態的問題是不是仍不脫出政治問題？ This paper discusses the question of the PRC`s policy towards “white pollution,”trying to understand why the PRC is unable to solve the problems which continue to prevail over Mainland China? The author believes that environmental and ecological problems are in fact related to political problems. If the PRC cannot solve these political problems, the problems of White Pollution will also remain.
