    Abstract: 本文從公共財貨供給服務的角度，探討中共自2003 年所開展的農民工培訓轉移就業工作所採行的機制，藉此觀察農民工培訓推行的成效以及第三部門與政府、市場三方間的互動關係。本研究指出當前農民工的培訓供給服務，呈現出多樣化的形式，包括政府服務、政府補助、契約承包、憑券制度、自由市場以及志願服務等。政府藉由民營化手段的協調機制，與市場和第三部門建立了協力合作關係。政府、市場及第三部門對於農民工培訓供給服務各具優勢，但亦存在不可避免的內在限制與外在約束。第三部門社會公益組織所提供的志願服務，與政府服務和自由市場的形式呈現出明顯區隔，對於政府和市場培訓服務上的不足，居中扮演補充與調和的功能。但民間社團在政府招標、補貼上僅聊備一格，未能受到合理的賦權。民營化為公私部門互動搭起平台，但三方間迄未能建立合理的互動關係，亟待三方調整心態與立場，利用民營化契機於合作中實現互動，從而促進三方建立合理的協調合作關係。
    This study explores the current development of public and private partnerships in mainland China. It focuses on the methods of privatization used by the Chinese government to supply occupational training services for migrant workers. The Chinese government privatized this training service by delegation through the use of contracts, grants and vouchers. Although institutional arrangements functioned as a platform for tripartite cooperation, privatization still has not furnished a nurturing environment to improve public-private partnership. This is because the third sector is underdeveloped which lacks mutually dependent relationships with the government.
