    Abstract: 雲南一向被視為是地處內陸、資源匱乏，以及經濟發展落後的邊境省區。 自一九七八年以來，雲南省為求經濟發展與成長，乃擬訂了全方位的對外開放政策。在區域經濟整合觀念的驅策下，雲南省首先加入了大陸的西南經濟合作區，加強與其他各省區的經濟合作與協調，以共同改善雲南省和該區的經濟發展。此種區域性的經濟合作與協調之理念，亦有助於雲南省在一九八五年開展其與緬甸、寮國和越南的邊境貿易。由於鄰國經濟發展的落後，制約了雲南的邊境貿易發展；又雲南省在自身的基層建設方面，亦因財政上的困難，無法提供足夠的資金以加強該省的經濟發展，因此雲南省乃必須再擴展其對外貿易的深度，由最初的邊境貿易，逐漸的擴展與東南亞和南亞國家的區域性經貿關係。因此，透過邊境貿易的發展與成長，緬甸、越南和寮國乃成為雲南省邁向加強與東南亞國家經貿關係的重要橋樑。此種區域性經貿合作的交流與擴大，對雲南省的經濟發展，具有相當的貢獻。儘管自一九九 ○年以來，雲南省在拓展與東南亞地區的貿易關係方面，僅屬初步階段，但展望未來，雲南省唯有藉由區域經濟整合的加強，擴大其對外經貿關係，帶動省區的發展，實為其發展政策的務實選擇。
