Abstract:	「自由」是民權主義第二講的主要論題，而在談到自由的範圍時，　中山先生特別引述了　英國彌勒氏對自由範圍限制的主張，因此，本文即試著比較說明他們二人的自由觀。　彌勒的自由觀念是建立在進步的哲學基礎上，他所著「自由論（On Liberty）」一書被認　為是討論自由的經典作品之一。本書所要解決的問題，在於防止多數專制（majority 　tyranny）的弊害；提倡個人思想、言論以及涉己行為的絕對自由;主張涉人的行為在危害　到別人的利益時則應該受到限制。　中山先生的自由觀，主要在強調國家、民族的絕對自由;主張個人擁有「集會、結社、言論　、出版、居住、信仰」等通常所了解之自由；反對「一盤散沙式」的極端個人自由。　經過比較分析，吾人可以發覺，　中山先生對自由的範圍與界限之主張，幾乎與彌勒相同　；二人也同樣主張思想、言論的絕對自由；只是因為所處環境、背景的不同，以致於有注　重國家自由與個人自由之不同而已。
