Title:	中共經改後城鄉勞動力移轉之研究 A Study of Rural-Urban Migration in Mainland China (1979-1990)

Abstract:	勞動力遷徙是開發中國家達到工業發展不可避免的現象，而如果都市預期所得大於農村所　得時，農村勞動力即不斷從農村遷移到都市。中共城鄉關係即是一個典型的二元社會結構　，一九七八年以前，中共採行重工輕農的不平衡發展策略，工業為了獲取農業積累，採取　工農產品價格剪刀差，農業無償地讓利給城市。其次，為保障城市居民的利益，中共當局　乃以戶口為基礎，利用行政強制手段，建立了糧食購銷等多種福利制度，阻絕了人口在城　鄉間的自由流動。改革後，戶口管理鬆動，加上城市非農所得利益及就業機會的增加，乃　吸引大量的農村剩餘勞動力往城市流動。本研究利用中共的統計資料分析發現，一九八六　年後，城鄉收入差距加大，而國家財政對城市價格補貼、職工福利支出的比例皆較農業價　格補貼為高。另統計資料顯示，一九七八～一九九○年間城市人口快速增長，其中以來自　農村的就業人口最多。是以，要解決中共盲流人口的問題，最基本的莫過於取消因戶口制　度所造成的城鄉差別待遇，及工農業產品不等價的剪刀差，以降低農民進城的誘因。
