    Title: 東北亞經濟體國際旅遊競爭力之研究

    Abstract: 自1980年代以來,全球旅遊產業呈現穩定成長狀態,東北亞五經濟體國際旅遊產業亦蓬勃發展,但該地區不同經濟體國際旅遊競爭力的相對表現卻消長互見。在美國市場,台灣與韓國的美國訪客比例維持穩定,香港則逐年以些微比例下滑,日本在美國訪客市場也逐漸衰退,中國則是東北亞五經濟體唯一在美國訪客市場大幅成長的國家,從1981年到2003年成長了2.5倍。而日本市場,台灣的相對旅遊競爭力由1981年時的4國之首,歷經了23年社會經濟的轉變,已在日本市場明顯失去競爭力。而中國由於旅遊資源得天獨厚,加上一系列的主題式促銷活動,積極地分食亞洲的觀光市場,中國大陸已在2002成為亞洲第一大目的國。
    本文首先依據消費理論,建立一包含國際旅遊的消費者決策模型;其次,依據此理論模型推導出國際旅遊相對競爭力的影響因素;然後,參考既有文獻,建立實證模型;最後,則利用1981-2003年東北亞 (台灣、香港、日本、韓國和中國) 五經濟體的美、日訪客人數資料,透過三階段最小平方法,分別探討各經濟體國際觀光競爭力的影響因素。結果發現:(一) 相對價格的影響將視消費者之旅遊目的及型態的不同而有差異;(二) 相對匯率的影響將視觀光旅遊支出是以當地貨幣或旅遊來源國貨幣計算而有所差異;(三) 供給面因素對於國際觀光市場的確具有決定性的影響,且對於不同的來源國及不同的目的國亦會產生不同的效果。依據上述實證結果發現,本文有四點政策性建議可提供參考:(一) 目的國為了有效提昇其國際旅遊競爭力,針對不同來源國的訪客,似乎應採取不同行銷或提昇策略;(二) 目的國在採取行銷策略以有效提昇其國際旅遊競爭力時,應將與鄰近經濟體的替代與互補關係及觀光政策納入考量;(三) 主管單位在規劃觀光政策措施時,應將政策效果期限納入考量;(四) 匯率調整未必是提昇國際旅遊競爭力的有效工具。
