    Title: 立法院第七十九至八十四會期施政總質詢之內容分析

    Abstract: 本文旨在探討民國七十五年底選出的增額立法委員，在其作期內(民76年至78年,79∼84會期) ，對於最受社會大眾及傳播媒體矚目之施政總質詢的質詢內容，並且討論不同問政背景是否造成質詢內容的差異。
    本研究運用的方法為內容分析法，從各個不同的角度，分析立法院公報中有關增額立委施政總質詢的問政內容，描述其概況，建構因果或相互關係，並試提解釋分析，經過頻數分析及交叉分析，所得的結果為：
    一、增額立委最關心的大類目議題(前三名)是一般政務、國家體制、內政。
    二、增額立委最關心的次類目(前十名)是大陸政策、國會問題、農業問題、治安社會風氣秩序、組織編制、法制、認同自決問題、外與匯率、股市問題及外交行政政策。
    三、各會期質詢議題重點集中在該會期中的重要時事、與論焦點及兩黨抗爭問題。
    四、增額立委問政背景中，黨籍對質詢議題影響最大，國民黨籍立委注重一般政務，民進黨則將國家體制視為質詢火力。省籍、學歷、選區對質詢議題亦有影響，但影響力不若黨籍那麼明顯。年齡、性別則對質詢議題沒什么影響。
    五、參與委員會對其質詢議題影響大小，因其所參與的委員會不同而有所差異。大體而言，參與邊政、教育委員會的立委與其質詢議題最為密切，而參與交通、預算及法制委員會之立委，與其質詢議題關係不大。
