Title:	金融市場競爭下銀行資本適足政策之分析

Abstract:	在面對金融自由化的浪潮之下，銀行所遭遇的競爭衝擊已經不只限於同業的其他銀行而已。就政府監理角度而言，目前遵循巴塞爾協定的資本適足政策。其政策目標是希望在銀行提自有資本的情況下能夠降低高風險的投資，但是在歷史文獻中資本適足的政策效果一直備受爭議。而本篇論文遵循HMS(2000)的模型，嘗試探討當銀行在金融自由化之後因外部競爭導致吸收存款資金發生困難時，資本適足政策是否能夠有效防止銀行從事高風險投資。分析後發現，當外部競爭使銀行吸收資金遭遇到超過某一程度的困難時，資本適足政策能夠有效防範銀行從事風險性投資。另外，本篇論文嘗試探討在政府承諾對企業採取紓困的政策時，資本適足的政策是否有作調整的必要。結果發現，當政府對企業紓困之後，必須提高資本適足率才能防止銀行從事冒險行為。而銀行和紓困之前作比較之後，發現銀行仍然選擇安全性資產，但是利潤卻降低。
