Abstract:	何種金融監理制度最適合某一個國家？這問題在一元化的過程中曾經在台灣引起廣泛的討論，國際上也對這議題有廣泛的討論。一般的認知是?沒有一個監理制度是何所有國家?(Taylor and Fleming, 1999)但何種金融監理制度才對一個國家有利，則迄今無具體的實證。本計畫的討論並不僅僅侷限於台灣的爭論，而希望有更遠、更宏觀的思考，希望提供一個更完整的學術及政策建議，如此對台灣，全世界及對學術界都有一貢獻。本計畫的主旨在探討銀行監督方式的型態是否會影響銀行績效及危機。本計畫希望使用Bankscope 資料，以101 個國家不同制度探討下列議題（1）何種監理制度最有助於改善銀行績效？或可減少銀行危機？過去只將監理制度分成2 類（有或無一元化），本文分成5 類。（2）（同上但接著討論）開發中及已開發國家是否有相同影響（3）（同上但接著討論）央行負不負責銀行監裡的效果是否相同？（4）（個案討論）在台灣，行政院在推動一元化監理時，認為一元化監理是世界潮流，本計畫整理全球101 個國家的監理程度，針對此點進行討論（5）（個案討論）目前為止，經末學進行收集共有7 個國家已採用一元化，其一元化監理的配套措施為何？配套措施，例如政府效能，法律制度等
