    Abstract: 本研究對台灣地區電子商務隱私權保護之現況作調查並發掘出企業在網站揭露與未揭露隱私權政策與保護作法之決策因素，提出網站對隱私權揭露決策之概念性架構與命題，以作為政府立法、網站經營管理、以及認證組織運作的參考。研究的進行共分兩階段，第一階段針對購物與ISP 網站隱私權揭露的現況做調查，除兩者比較揭露的表現之外，並與美國現況做比較。在第二階段在深入訪談對網站隱私權揭露的現況發掘出揭露與未揭露的原因，並瞭解背後個人資料與隱私權保護的實際運作機制。由此我們進而探討影響揭露決策的因素和隱私權揭露的決策過程中網站可能選擇的方案，並提出概念性架構與命題。最後，針對現況的問題與背後的原因，以及對影響因素與「揭露」之關係，提出有助於網站與消費者雙贏的建議。
    This study is to explore the critical factors influencing commercial web sites’ decisions on privacy disclosures. There are two phases: in the first phase, we surveyed 339 .com.tw and 15 ISP web sites, and in the second phase, we conducted in-depth interviews of five chosen sites. The findings are compared to the U.S. In addition, from the in-depth interviews, we conclude that during the decision process of privacy disclosures, there are fourteen influencing factors, which are further grouped into the external and internal factors. This research has proposed an decision framework and some possible propositions. Finally, some discussions and suggestions are given.
