    Abstract: 跨組織資訊系統一直被視為可提昇中小企業整體競爭力的有效工具，故國內 相關單位陸續推動許多有關中小企業之間自動化、電子化、資訊化的專案，以強 化中小企業在資訊科技上的能力，更欲促進中小企業間的協力合作。但這些計劃 或專案，往往不能夠如願地讓國內中小企業間，進行以資訊科技為基礎的跨組織 合作。 在探討組織間是否採用跨組織資訊系統的文獻中，交易成本(transaction cost) 理論被引用的機會最多。該理論主張組織間採用跨組織資訊系統的原因，在於經 濟效益層面的考量，認為跨組織資訊系統的助益，不僅可以降低組織間的協調成 本，還可以減少交易過程的風險與投機行為，促進組織成員間，建立更為長期而 緊密的合作關係。然而，這樣的技術經濟理性(technical-economic rationality)卻受 到不少質疑。與其相對的社會鑲嵌(social embeddedness)理論，則認為經濟活動與 社會關係是彼此相互連結的，經濟活動乃鑲嵌於事先存在的社會關係內，所以組 織間經濟活動的基礎，應重視組織間已先存在的社會關係。因此，針對社會鑲嵌 的看法，本研究之主要目的在於：建立概念性的理論架構，並透過個案研究，選 擇曾經導入跨組織資訊系統的中小企業，來解釋跨組織資訊系統難以被中小企業 採納及接受的真正原因。本研究之成果，相信對於解決中小企業使用資訊系統的 問題上，無論是理論面或實務面，皆應多有助益。
