    Abstract: 新聞自由是新聞事業的靈魂，在近代史上，具有偉大的貢獻。它解放了人類的思想，，創造了民主政治，更為人類帶來了無上的尊嚴！但自十九世紀末葉，新聞事業逐漸商業化。由於新聞自由的濫用，報業所有權的集中，致使新聞自由成為商人追求利潤的一種手段。當前「社會責任論」的興起，主要目的在阻止新聞事業過份商業化的傾向；要求新聞事業恢復過去自由報業的光榮傳統，應將教育人民、服務民主政治、與保障人民之自由權利，列為營運的第一目標。
    近代新聞自律運動，是社會責任論的產物，也是社會責任論的具體實行。
    新聞自律，必須要有自律的組織，自律的標準，與自律的紀律，否則，事實證明便絕難望其成功。而新聞評議會，就是自律的組織；新聞道德規範，就是自律的專業標準；而評議會的具體制裁辦法，就是自律的紀律。
    在新聞自律中，不希望政府干涉新聞自由，也不希望政府控制自律組織。但政府有一項重要責任，就是負責協助新聞事業，建立一個公平、合理、有效與民主的新聞自律制度。
    維護新聞自由是推行新聞自律的目的，而新聞自律又是鞏固新聞自由的手段。如果新聞事業不能達成有效的新聞自律，則政府就應成立報業專業法庭，重新制訂「出版法」，確定報紙政策，並協助創辦「公共報紙」，然後才能一勞永逸，解除報業危機。
