Abstract:	國際新聞傳播是一個極為複雜的問題，解決這些問題，沒有輕易簡便的辦法。該委員會報告的正式名稱是：《很多意見，一個世界，傳播與社會，現在與未來》（Sean MacBride，Many Voice，One World，Communication and Society，Today and Tomorrow。Paris：UNESCO 1980）。從這個報告的名稱，就足以顯示它的複雜性。委員會報告與教科文組織決議案，迄今已近20年。但由於西方通訊社，與商業傳播制度堅持傳統新聞自由不受限制的原則，以及開發中國家傳播政策不健全，與第三世界通訊社力量的薄弱，致近年雖不斷研究討論，但雙方仍無妥協的任何跡象。馬克布萊德委員會的報告，是教科文組織在世界24個大都市舉行｢國家傳播政策｣的研討會，並敦請約700多位著名的傳播學者專家，共同廣泛研究的結果。其中有許多新觀念，如果實行，對國內外新聞傳播，無疑將有重大改善。但由於西方對傳統新聞自由不受限制的堅持，致決議案目前一時仍難實行。但吾人為了制訂健全的國家傳播政策，協助國家發展，促進國際瞭解，維護正義與和平，以上這些建議，的確值得我們做認真、廣泛而深入的研究，並設法促進其早日實行。
