Title:	世界媒介失敗之癥結及其創新之道

Abstract:	目前世界上任何國家，報業的實際表現都難令人滿意；尤其色情、暴力的新聞報導，對社會風氣、教育文化與社會犯罪，都有明顯而深遠的影響。有鑒於此，自20世紀中葉，許多國家的政府、國會、學術團體以及著名作家，都紛紛提出改革報業的建議，但由於「新聞自由」的敏感性，以及報業由資本家所控制，因既得利益的壟斷，致報業的改革迄未成功。中國的改革開放已屆30年，在經濟方面已獲得輝煌的成就。但報業的改革仍面臨分歧的十字路口，所幸中國報業絕大部份係由黨與政府所經營，沒有資本家既得到益的干擾，可排除過度的商業化，並且完全依照近代報業改革的新觀念，建立報業的公信力，以及符合具有中國社會主義特色的「公共報業制度」，澈底根絕色情、暴力與犯罪新聞，完全服務公益，如此必可解除當前報業的困境，而成為世界報業制度的典範，為人類謀幸福。
