    Abstract: 冷戰結束後，東協在安全機制上的轉變可以用多邊主義（multilateralism）為命題基礎， 配以Ernst B. Haas 的「逐步成長模式」（incremental growth model）及「管理互賴模式」 （managed interdependence model）做出學理的分析。在多邊主義的運作下，東協得以 制訂成員都接受的規範，並透過逐步成長的適應（adaptation）與管理互賴的學習 （learning）雙管齊下的方式，進行區域安全制度的建立與變革。 本研究將進一步確定到底是內生的（endogenous）還是外來的（exogenous）因素造成 東協在安全合作制度上的緩慢改變。然後經由前述的研究方式，並配合實地訪談的作 法，本研究目前藉由Haas 的研究發現而暫時假設：（一）此種改變的動力很可能是以 外來的因素為主；（二）東協內部成員國的社會化所帶來的「共識型的知識」（consensual knowledge），以及逐漸擴大的「知識社群」（epistemic community），亦促使追求自立自 主的東協試圖以緩步慎進的方式來適應區域安全情勢的變化，並去學習其他地區的經 驗，進而導致有東南亞特色的「東協安全共同體」的誕生。 在驗證前述的假設與分析後，本研究的附帶目的為，研判東協在日後可能會採取何種 途徑以作為「東協安全共同體」的運作模式與規範，同時對「東協安全共同體」日後 組織與規範的演變有所掌握。
