Abstract:	公私協力成為當今各國公法學流行之主題,其理由何在?實際上公私協力進展之契機,在於要求行政、財政改革(即行政組織瘦身、行政成本削減、規制緩和、利用民間活力與市場原理)之政治動向。與各式各樣之行政、財政改革口號相比較,公私協力則促使自根本重新檢討公法學之一般理論架構。而且以公私協力為關鍵詞,能從更廣闊之視野評價行政、財政改革動向,而對此動向課予一定條件與界限。因促使反省之功能如此之大,故公私協力成為公法學中之流行。
