    Title: 醫事人員進用管理之研究

    Abstract: 為因應醫療機構之業務特性,根本改進醫事人員人事制度,靈活公立醫療機構人力運用,我國於89年1月16日制定之「醫事人員人事條例」,設計醫事人員進用採專業證照用人之新用人制度。同時,為維持人力素質及人事作業公平,其甄選應並以公開競爭方式辦理。  惟觀之近代潮流,由於受到新公共管理(New Public Management)潮流的衝擊,各國醫療機構無不採行組織變革等作法因應,我國現階段政府人力運用亦朝向彈性化發展,不可諱言地受到相關概念的影響,則前述條例之實施與晚近政府再造的潮流是否能結合發展,不無疑問。復以我國醫事人員人事體制與規劃策略有其獨特的系絡性,「醫事人員人事條例」在實務是否與此歷史與制度系絡磨合良好,亦頗值得觀察再三。綜合前述目的,本研究係在討論:一、 從比較的面向,了解我國公務醫事人力進用未來可能遭遇的問題。二、 從歷史的面向,說明現階段醫事人力發展的特質,與人力進用政策走向。三、 從理論的面向,討論醫事人員的進用管理,是否應有特殊價值與效率。四、 從經驗的面向,了解現行政策及法規實施有無問題。五、 從實證的面向,說明進用管理可能的影響。六、 就法制的面向,研析現階段醫事人員進用管理所遭遇的問題與解決之道。  本研究採行文獻檢閱、深度訪談與問卷調查研究方式,針對主題進行研究:一、文獻檢閱:與醫事人力管理相關之期刊、論文、書籍、專論、研討會論文。二、深度訪談:訪問北、中、南醫療院所的醫事人事管理者。三、調查研究:以人事行政局提供的醫事人員名冊為抽樣母體,隨機抽出500份醫事人員的樣本進行調查研究。  本研究之結論包括:一、組織變革應先於人力變革,以減少現行醫事人員對人事政策不滿的現象。二、我國醫事人員管理有待建立策略性人力資源管理目標,以符合公立醫療院所的發展目標。三、我國醫事人員應參考英日人力規劃之設計,俾免於醫事資源的浪費。四、我國醫事人員管理應進行人力評估,以確實了解目前各醫療院所之人力需求及運作。五、其他短期建議。The Medical Personnel Law was made in Jan. 16 2000. It constructed a new human resource management system of public medical employees. Meanwhile, in order to enhance manpower quality, the act asked public medical organization to recruit new staff by way of open competition. However, there emerging a wave of New Public Management, helped the government organizations change personnel management toward downsizing and contracting. It also caused our government to reconsider the appropriateness of front law and whether it should be revised or not. For that reason, this research applyed historical, compared institutiional approach and positive method to analize existed problem of public medical employees recruitment by regulation of Medical Personnel Law, and proposed the proper way to solve them.
