    Abstract: 本研究係針對設立「人口、健康及社會保障研究中心」進行先期規劃研究。首先探討在人口老化的趨勢之下，與高齡化社會相關的人口、健康及社會保障之政策議題，並釐清中心的研究範疇與研究主題；其次，引介和比較國外（主要為美、英、日三國）政府及民間部門相關的研究機關機構，及其研究進行方式與研究內容；再其次，評估與檢討國內現行情況，進而研擬符合施政需要且具體可行之研究中心。此外，本規劃研究將就中心的組織定位與屬性研議出可能選項（包括成立新的單位或是強化既存現有相關單位的功能）以供政府參考。 This is a preliminary research for setting up “Center for Population, Health, and Social Protection Studies”. The purposes of this research are listed as follows. First of all, this study examines the policy issues regarding population, health and social protections in ageing society, and furthermore to identify the research scope and research topics in response to policy issues. Secondly, this research describes the experiences of setting up research institutes in public and private sector in developed countries (e.g., United States, Britain and Japan), and also compares the strategies they employed to conduct research. Thirdly, this research reviews the current status of research progress relevant to population ageing in Taiwan. Finally, taking the lesson from foreign countries, this research comes out a proposal for establishing the Center which is feasible and also can meet the need for policy formulation. In the proposal, a few options for the properties of the Center will be discussed.
