Abstract:	美國外交政策的制定受到國內及國際許多因素的影響，是一項各種利益交錯妥協的複雜過程。也因為是三權分立的民主國家，國會在外交政策的制定上，享有一定的影響力。此外，媒體、民意、利益團體等也都是外交政策制定過程中輸入的一端。因此，研究美國外交政策的制定有許多不同的角度可以切入。但是政策脫離不了決策者個人對事情的觀點，及決策者也會受到所處決策環境之壓力及預做決策結果之評估等因素的影響。本書即試圖以決策者（廣義而言或稱決策小組）的研究途徑作為探討美國外交政策的決策過程。作者更以柯林頓政府及布希政府的第一任作為研究的歷史段落，而以攸關台海安定和平的台、美、中三國關係作為案例，希望比較美國外交決策在不同政府主政之下的異同及對此異同現象的分析及解釋。對於晚近美台關係的歷史演變也有一定的釐清及論述，兼顧了外交決策理論及實例的研究考量。
