    Abstract: 本研究基於市場、生態及社會價值平衡的理念,透過對個案的實地訪查及問卷調查等分析結果,提出下列幾點重要結論與建議: 一、 需確定農業用地分區調整基本目標之為資源保育或產業用地的有效供給或兩者兼之。 二、 (一) 農地重劃區不辦理分區調整之則應有例外。 (二) 都市邊緣調整原則的再思考,以利都市地區公共設施提供及衰敗地區土地的再開發。 (三) 刪除「其他經農業主管機關認定得劃為一般農業區者」調整原則。 (四) 克服調整原則於實務認定作業上之困難。 三、 強化隔離綠帶或設施之配置原則與執行效果。 (一) 隔離綠帶)或設施)與回饋金不宜互相轉換。 (二) 分散的小規模變更之隔離綠帶或設施成效待加強。Based upon the idea of the economic, ecological and social value, this study presents the following conclusions and suggestions by the approaches of case study, questionnaires and discussion meetings: 1. To define the purpose of the adjustment of agricultural zones for the reason of resources conservation, or effective land supply for other industrial uses, or both. 2. To review the rules which are adjusted from special agricultural zones to general agricultural zones: (1) There should be exceptions of the rules for the areas where the farmland consolidation has been completed. (2) It is necessary to take into reconsideration the adjusted rules of farmlands nearby the urban boundary in order to benefit the provision of public services and the reuse of developed land in the urban areas. (3) If the agricultural competent authorities agree that the special agricultural zones can be adjusted to general agricultural zones, the rule of this should be removed. (4) The application problems of adjusted rules i.e. the low productivity and fragmented farmland surrounded by buildings on three sides need to be solved. 3. To adjust slope conservation zones to special agricultural zones only based on ecological viewpoint is inappropriate. 4. To strengthen the established rules and enforced effects for separate green belts and facilities. (1) The planning obligation and planning gain should not be exchanged. (2) The functions of separate green belts and facilities provided by the scattered and small areas of farmland conversion should be enhanced. (3) The areas for disposal of refuse can be handled by planning level instead of land use control.
