    Title: 我國實施長期照護保險制度之可行性研究—財務方面探討

    Abstract: 台灣地區人口結構急遽高齡化，在社會變遷、家庭型態改變，家庭照護功能逐漸式微的情況下，已無法完全由家庭負起照護老人的責任，而急需建立長期照護服務政策，以因應民眾之需求。由於我們目前正面臨老年人口快速增加所帶來的諸多問題與壓力，長期照護服務的需求也日趨迫切。而長期照護保險為先進國家發展的長期照護政策之一，為提供政府規劃一適合我國老人及慢性病患需要之長期照護服務體系所需資料，本研究擬從長期照護保險的財務面切入，研究主題區分為長期照護成本實證調查與長期照護保險財務推估兩大部分，主要目的在於探討我國實施長期照護保險在財務方面之可行性。在長期照護費用的推估方面，本研究擬蒐集各類長期照護機構之經營成本、成本結構及收費標準，以推估我國長期照護之合理費用。在長期照護保險財務的推估方面，本研究擬探討在不同長期照護方式下，合理的單位成本，估算不同長期照護方式的總費用，研擬長期照護保險給付範圍、給付水準及總支出，探討政府、雇主與被保險人的財務負擔，分析我國長期照護保險建構的可能形式，推估我國長期照護保險之費率，以及分析與我國長期照護保險在財務方面之可行性。希望本研究之結果，能有利於政府整體規劃我國長期照護政策與服務模式，進而尋求解決我國長期照護問題的最佳方案。
