Title:	如何建立兼顧國家安全之金融國際化政策

Abstract:	金融自由化與國際化為近20多年來國際金融市場之潮流，在資金無國界的時代，各國為吸引國際資金，壯大金融市場，紛紛進行金融改革，解除多餘管制，推動自由化措施，重新架構金融業經營機制，營造效率、公平和安全的籌資與交易環境；為了強化市場競爭力，跟進世界潮流，台灣近年來也進行了不少的金融改革，得到初步的成效，然而與鄰近新興資本市場相比，台灣的腳步相對落後許多，2007年10月底世界經濟論壇（WEF）發表的全球競爭力評比中，台灣的「金融市場成熟度」在131個受評國家中僅排名第58名，顯見台灣的金融國際競爭力仍有很大的改善空間。證券公會委託政治大學朱浩民教授和康榮寶教授，共同研究探討我國金融國際化的相關議題，內容則聚焦在證券市場上。首先以各項統計數據分析當前台灣資本市場之困境，接著探討證券市場國際化的議題，除了討論證券市場國際化之研究，並以倫敦市政局的報告闡明證券市場國際化的條件，同時說明亞洲鄰近證券市場包括中國、香港、新加坡和韓國國際化的實例，做為台灣證券市場國際化之參考。最後，在說明如何建立兼顧國家安全之金融國際化政策中，評析台灣證券市場國際化之目標，並提出具體的建議供政府及業界參考
