Title:	創新機制在政府部門之應用

Abstract:	近年來世界各國政府為因應外在環境變遷，以及內部運作遭遇的困難，紛紛提出政府改造計畫，嘗試將企業管理中的「創新機制」引進政府部門運作，以提升國家競爭力。而政府機關人員創新能量的發揮在提升政府決策品質過程中扮演著關鍵性的角色，另觀察過去產業發展過程中，透過國家創新系統機制將大學的基礎科學研究、研究機構的技術開發、產業界的研發成果商品化加以連結。政府行政體系在政策研擬、形成與執行間則未能有效銜接，為了強化施政計畫之研擬、執行、考核及評估之連結，行政院參酌美國「政府績效成果法」（Government Performance and Results Act，GPRA）引進企業「平衡計分卡」的概念，訂頒「行政院所屬各機關施政績效評估要點」，作為政府部門策略及績效的管理工具。為進一步提升政府施政效能及強化政策落實機制，其他產業創新策略是否可供政府參考應用？而其創新機制應用在政府部門時，原有的組織、相關法制、機關間的橫向聯繫等應如何配合調整等，均為本研究所欲探討的課題。
