    Title: WTO新回合服務貿易談判對我國之影響及因應措施

    Abstract: WTO新回合之談判雖因一九九九年西雅圖會議之失敗而未全面展開,但屬於烏拉圭協定中既定議程之談判,如農業、服務貿易談判,籌備工作卻已於二千年展開;其中服務貿易談判,更訂於今﹝2001﹞年三月下旬進行談判議題之盤點工作,以確定本回合談判之範圍。雖然我國尚未入會,但身為WTO觀察員,勢必不可能迴避新回合服務貿易談判,故宜趁早評估新回合服務貿易談判對我國之影響,並研擬因應措施。   經濟建設委員會肩負國內服務業相關主管機關對外服務貿易諮商談判之整合,包含服務貿易特定承諾表之彙整的重要任務,是以,服務貿易談判議題中具跨領域性質者,如談判進行架構、服務業之分類、及服務貿易總協定﹝GATS﹞規則之發展與執行等,均對其工作之推展有直接而實質之影響,是以本計畫探討對這些影響所得採取之因應措施。 The New WTO Round was not launched as expected due to the failure of the Seattle Ministerial Meeting. However, the agenda built in the Uruguay Round, such as Agriculture and Services Trade Negotiations, started in 2000 as scheduled. The Negotiations on Services Trade even had the end of March, 2001 set for a stock-taking meeting in order to settle the scope of the negotiations. Although Taiwan has not acceded to the WTO, it as an Observer, is still obliged to participate in the new round of services trade negotiations. Taiwan therefore had better assess the impact of the new round of services trade negotiations and study the actions it should take in response. The Council for Economic Planning and Development (the CEPD) has the responsibilities to coordinate the negotiation positions of relevant authorities in charge of respective services industries and to compile Taiwan`s Schedule of Specific Commitments on Trade in Services. The issues probably included in this round and with cross-cutting nature, e.g., the framework of negotiations, the classification of services, the development of new GATS rules, and the implementation of existing GATS, all directly relate to the work of coordination and compilation undertaken by the CEPD. This project is to assess the impact to Taiwan caused by the prospective negotiations of these issues and explore the posible actions that can be taken in response.
