    Title: 以管理制度及資料探勘層面探討總額預算點值及資源分配模式

    Abstract: 全民健康保險法第四十七條至四十九條，第五十四條明文訂定總額支付制度得分階段遂步實施。在過去的時間裡，健保局一直積極推「醫療費用總額支付制度」，並於民國九十一年七月一日開始全面實施，於此台灣正式邁入一個全面總額的時代。總額支付制度完全實施之後，健保資源的合理分配是有醫療院所關注的重點，如何進行最佳化的點值預測以及找出合理的資源分配模式是首要的任務。本計為總額支付制度相題材之研究，目的在於提升健保總額支付制度實施後之醫療費用協商能力。在醫療費用支出方面，除協助健保局了解醫療費用結構外，並針對目前結構找出影響醫療資源分配的因子，同時提升對於未來醫療支出之預測能力； 再以系統的觀念來審視整個醫療支付問題，運用管理科學的方法找出總額實施之後，醫療資源合理分配的解決途徑，其結果未來可以經由資訊系統處理，以建立實際的資源分配系統架構； 經由此研究過程，可提供健保局了解未來管理面可能需要改變或增加資源投入的地方。 As the article 54 of national health insurance act, "total budget" can be implemented in stages. The bureau of national healthcare insurance(BNHI) preached "the total budget of action on July 1, 2002. Since then, the fair and reasonable budget allocation will be a focal point of all hospitals in the future. In our opinion, optimized value expectation of each point and reasonable budget allocation are the master objects at the moment. This plan is related to total budget system and focuses on promoting BNHI`s negotiation ability with mediacl service providers. The major part of our research is to facilitate BNHI to comprehend the structure of healthcare expense, tl figure out the influence factors of budget allocation and to promote the anticipate ability of expenses.
