    Abstract: 重大交通建設與地方發展長久以來一直存在著緊密的交互作用關係,其交互影響 也有某種程度的顯著性存在,如何驗證其影響必須分別從空間及時間的向度掌握完整的 資料以進行分析。於時間面恰逢今年(民國92 年)已發佈民國90 年的戶口普查及工商 普查結果,可完整掌握歷年來人口及產業的發展變化;於空間面則應用地理資訊系統進 行空間分析,提升規劃成果的可視性及易讀性。由於以往受限行政界線的區隔之空間單 元的相關社經屬性資料,無法確切掌握空間上社經活動的分佈狀況。本研究以戶口普查 資料及工商普查資料為基礎,結合土地使用現況調查結果,同步將空間資料及屬性資料 轉換為120M ╳ 120M 為基本單元之網格空間資料作業。轉換結果所構成的網格化資 料格式空間資料庫,具有空間上平滑、連續且均質的資料特性,於交通運輸或都市發展 分析及模擬之模式化可獲致更為周延精細的成果。 另鑑於北二高自民國82 年陸續通車以來,交通量逐年增加,且沿線地區歷年來多 有公、私部門的開發案和計畫進行,人口及產業的發展也有明顯的變化。故而,本研究 特以北二高沿線地區(台北至新竹)為研究範圍,應用較為細緻且均質的網格化空間資 料及完備的普查資料分析北二高通車前後的影響顯著性,並掌握空間向度及時間向度的 影響效應,進一步利用網格化空間資料構建空間影響模型,結合URBANSIM 軟體可對北 二高沿線地區進行發展歷程的驗證並進行未來調整土地使用計畫結果之推估。研究成果 期能提供運輸規劃及都市區域規劃相關領域於研擬重大交通政策之參考。
    There is always close interaction between transportation infrastructure and local development. The empirical study of their mutual impact effect has to be analyzed along spatial and temporal dimensions. As to temporal dimension, the 2001 population and industrial census data had just been announced by government this year (2003). Here forth the complete historical data of population and industrial development can be handled. As to spatial dimension, using GIS as instrumental tool for spatial analysis can increase the visibility and easy readiness of planning result largely. Traditional, the spatial data and related socio-economic data were limited by administrational boundary. It』s not easy to reveal the distribution of social-economic activities on spatial unit precisely. This research transforms the spatial data and related attribute data into 120x120 grid spatial data, incorporating the land-use census data. The transformed grid spatial database for GIS is with the characteristics of smooth, continuous and homogonous. Can be use to analyze and simulate on transportation planning and urban and regional development filed in order to gain more precise result. There is a long period since the completion of northern second freeway from 1993. The traffic increase very largely, many related land-use development and plan were also created along northern second freeway. Significant population and industrial development along northern second freeway can be observed. This research chooses it as study area. Based on the census data, to compare the significance of before-and–after, analyze the impact effect of both spatial and temporal. Furthermore, to build the spatial impact model by using transformed grid spatial data. Incorporate URBANSIM software to verify the development process of this area, and in hence to estimate the possible outcome of the future adjustment of land-use plan. The contribution of this research will be important reference for making transportation and regional planning policy on major transportation infrastructure.
