Abstract:	本研究的目的是透過中共與前蘇聯的比較研究，探討共黨政權是否能建立制度化的政治繼承機制，解決暴力權力鬥爭，進而評估共黨政權修補自身制度缺陷的能力。根據現有文獻的研究，「如何分配權力」卻是共黨菁英政治共通的制度性缺陷，表現在「缺乏一套政治繼承的遊戲規則」與「各領導機構間的權責不分」。這個制度缺陷導致暴力經常介入政治鬥爭。從過去二十五年中共歷史來看，儘管「年輕化」、「黨政分開」、「集體領導」等政策落實的程度隨著政治情勢而變動，但總體發展方向相當一致，並獲得某種程度上的成功。若把中共菁英政治變遷歷程與前蘇共修補相同制度缺陷的失敗經驗相比，前者的價值尤其顯得重要。然而，蘇共的改革徹底失敗，而中共卻獲得某種程度上得成功。蘇共的失敗符合過去學者對於共黨政權的觀察，無法修補制度缺陷，最後在其他條件的配合下走向瓦解的命運。中共則成為一個異例，不符合過去學者的觀察。如果中共真的能解決「缺乏一套政治繼承的遊戲規則」與「各領導機構間的權責不分」的制度問題，將挑戰比較共黨研究的成果，讓吾人重新評估共黨政權修正制度缺陷的能力。
